Conveyor Safety Requirements in Ireland

Conveyor safety in Ireland is governed by European law, not American. That distinction matters, because a great deal of the conveyor safety material online is written for the United States and cites OSHA, ANSI and ASME standards that carry no weight here.

This page sets out the framework that does apply to a conveyor installed in an Irish factory or warehouse, who carries which duty, and what a risk assessment on a conveyor typically examines. It is an orientation rather than a compliance document: the standards themselves are the authority, and every installation needs its own assessment.

The legal framework that applies in Ireland

There are two sets of duties, not one

Conveyor safety splits between the party that supplies the machine and the party that operates it. Both duties exist at the same time, and neither cancels the other. A conveyor can be supplied entirely correctly and still be operated unsafely, and a well-run site can be handed equipment that was never right to begin with.

The supply side: the Machinery Directive and CE marking

Machinery placed on the EU market is currently governed by the Machinery Directive 2006/42/EC. That is being replaced by Regulation (EU) 2023/1230, which applies from 20 January 2027. Because it is a Regulation rather than a Directive, it will apply directly across member states without separate national transposition.

Under either instrument the route is the same in outline: the machine is risk assessed, designed to meet the essential health and safety requirements, supplied with instructions, covered by a Declaration of Conformity, and CE marked. A conveyor supplied as part of a larger line raises a further question of who is responsible for the assembly as a whole, which is worth settling in writing before installation rather than after.

The operating side: the General Application Regulations

Once equipment is in use, the duties fall on the employer under the Safety, Health and Welfare at Work Act 2005 and the General Application Regulations 2007 (S.I. 299 of 2007). Use of work equipment sits in Part 2, Chapter 2, and the requirements most often relevant to a conveyor are:

  • Regulation 31 — maintenance. Equipment kept at a standard that continues to meet the Chapter throughout its working life, with a maintenance log where one is required.
  • Regulation 32 — controls and emergency stop. An emergency stop device where the hazard and stopping time warrant it, with the stop taking priority over the start.
  • Regulation 33 — guarding. Guards or protective devices preventing access to danger zones on moving parts, robust enough not to be removed without deliberate action.
  • Regulation 34 — isolation. Clearly identifiable means of isolating the equipment from every energy source, electrical, pneumatic, hydraulic and mechanical.

These are enforced by the Health and Safety Authority.

The standards behind the law

The law states what has to be achieved. The harmonised standards describe how, and following them is the ordinary way of showing the requirements have been met. Three matter most for conveyors:

  • EN ISO 12100 — the general principles for risk assessment and risk reduction. This is the method everything else sits on top of.
  • EN ISO 13849-1 — safety-related parts of control systems. This is where the required performance level of a safety function, such as an interlock or an emergency stop circuit, is determined.
  • EN 619:2022 — continuous handling equipment and systems, safety requirements for the mechanical handling of unit loads. This is the conveyor-specific standard.

Bulk handling has its own standard, and specific hazards such as guarding, safety distances and emergency stop each have theirs. The point of naming these is orientation, not substitution: the standards are purchased documents and the detail in them is what governs.

What a conveyor risk assessment looks at

The hazards below come up on almost every conveyor. Which of them apply, and what has to be done about each, depends entirely on the installation.

Nip and shear points

The classic conveyor injury. Anywhere a moving belt or roller meets a fixed part or another moving part, there is a point that can draw in a hand, a sleeve or hair. Drive drums, tail drums, the underside of the return run, transfer points between sections and the gap between a moving load and a fixed guide are all candidates.

Emergency stop and how the conveyor stops

An emergency stop is only as useful as its reach. On a long run that means considering how far someone can be from the nearest device, which is why pull-cord systems are common on extended conveyors. Stopping time matters as much as stopping at all: a loaded conveyor with momentum does not halt instantly, and the assessment has to account for what keeps moving after the button is hit.

Isolation before anyone reaches in

Most serious conveyor incidents happen during cleaning, clearing a blockage or maintenance rather than during normal running. The requirement is a clearly identifiable means of isolating every energy source, and a procedure that means the machine cannot be restarted while someone is inside it. Gravity is an energy source too: a raised or inclined section can move when power is removed.

Access, crossovers and guarding

Where a conveyor crosses a walkway, people will cross it, and they will climb over it if nothing is provided. Designed crossovers, adequate guarding at accessible danger zones, and enough clearance to work safely alongside the line are all part of the layout rather than afterthoughts bolted on later.

Falling product and overhead runs

Anything conveyed above head height introduces the risk of something coming off it. Overhead sections generally need catch trays or mesh beneath, and the assessment has to consider what happens at transfer points where product changes direction or level.

Noise, dust and the surrounding environment

Conveyors do not exist in isolation. Noise exposure, dust generation on bulk handling, and the interaction between the conveyor and the machines either side of it all form part of the picture the employer has to assess.

Common questions

Do OSHA and ANSI conveyor standards apply in Ireland?

No. OSHA regulations and ANSI and ASME standards are United States instruments and have no legal standing here. A conveyor in an Irish facility is governed by European machinery law and Irish workplace regulations. Much of the conveyor safety guidance that surfaces online is American, which is worth keeping in mind when researching.

What changes in January 2027?

The Machinery Directive 2006/42/EC is replaced by Regulation (EU) 2023/1230, which applies from 20 January 2027. It carries forward the same essential structure while addressing areas the original did not anticipate. Machines already placed on the market before that date are not retrospectively affected.

Who is responsible once the conveyor is installed?

The supplier is responsible for the machine being right when it is placed on the market. From then on, the duties under the General Application Regulations sit with the employer: guarding maintained, emergency stops working, isolation available, maintenance carried out and recorded. Where a conveyor is integrated into a larger line, responsibility for the assembly as a whole should be agreed in writing before installation.

Does a second-hand conveyor need to meet the same requirements?

The employer duties apply regardless of the machine’s age or where it came from. Equipment already in use has to be brought to and kept at the standard the Regulations require, which is why used equipment is worth assessing properly before it is put to work rather than after.

Does modifying a conveyor affect its compliance?

It can. Significant modification to a machine already in service can change its safety characteristics and, in some circumstances, create obligations for whoever carried out the modification. Changes to guarding, control systems or the way a machine is used are worth assessing rather than assuming the original documentation still describes the machine.

Is a gravity conveyor exempt because it has no drive?

No. Fewer powered hazards does not mean none: unpowered lanes still present trap points between rollers and moving loads, product running away on a gradient, and manual handling risk at the ends. Read more about how those lanes behave in our article on gravity roller conveyors.

The Health and Safety Authority publishes guidance on machinery and on the General Application Regulations, and the regulations themselves are on the Irish Statute Book. The harmonised standards are purchased through the national standards body.
